What is a CRomnibus?

  • by: Colorado Pols

We've been discussing the so-called "CRomnibus" quite often in this space, but what does the term "CRomnibus" actually mean?

As a public service to our readers here at Colorado Pols, here's the definition: The term "CRomnibus" refers to Congressional legislation that is something of a combination of an "omnibus bill"–which is how Congress often funds the government in recent years, in lieu of some or all of twelve "regular" appropriations bills from the respective Appropriations subcommittees. A "Continuing Resolution," or "CR," is how Congress ends up temporarily funding the government while they bicker and argue over specific issues. That's more of what we've seen lately.

          1. While you make light of its unholy influence, the cromnibus is a foul spirit of immorality and anti-Constitutionalism which has dominated the Republican and Democrat leaders in the House and Senate.  Only righteous men like Ted Cruz (the American half) had the moral fiber to resist the power of the cromnibus and work to see it defeated.  That they would give the bill the demon’s name only shows how pervasive its influence is.

Etymologically, the term derives from the Latin.  As with related demons, the succubus (from succubare, meaning “to lie under”) and incubus (incubare, “to lie upon”), the cromnibus comes from the root cromnibare, meaning “to bend over and take it.”

I am undertaking preparations for an exorcism as I write, so I would recommend avoiding the capitol for the next few days so you will not be mentally raped by the sight as the lawmakers who fell under the cromnibus’s power find themselves unable to control their treacherous bowels.

  1. Um, no.

An omnibus spending bill is not the standard method of appropriation. It’s what happens when the various committees cannot produce their separate bills on time and they all get put together so that can be passed before the deadline.

It may be the new normal in DC, but it is not how the appropriations process is supposed to work.

    1. you can bet as soon as there is a next Republican president, no matter the make up of congress, Republicans will demand we use the appropriate appropriations process.
