The following information has been released by the Denver Election Commission regarding the special election ballots:
This election will be an all-mail ballot election. The ballots are due to go out to voters the week of Jan. 15th. They may be returned by mail or dropped off at the locations listed below. To be counted, ballots muyst be received by the Commission by 7 pm on Jan. 30th.
The drop off locations below will be open to receive ballots Jan.22-26 and 29 from 10am to 7pm, and on Jan. 30 from 7am to 7pm.
These are in addition to the Election Commission office (303 W. Colfax) which will be available for drop off during their normal office hours starting Jan. 15th and extended hours of 7am to 7pm on Jan. 30. (Curbside drop-off will be available that day only)

1. They will mail the ballots on Jan 15th.
2. Voters will receive them on the 16th.
3. Voting will take 30 seconds as there only one question.
4. But, you can’t drop your ballot off at one of the magic places until the 22nd.
5. You can only drop your ballot off during the magic hours.
6. I called the DEC and asked why:
a. I had to wait until the 22nd.
b. I could not drop off outside the magic hours.
The reply was: “We need to have a DEC person there to collect them”.
7. WTF? The District 3 Police Station is open 24×7 (at least I hope it is) so why do we need a DEC person at that location to “receive” the ballots? A big box with a slot in the top and under the eyes of the cops. Do we think the cops are going to “fix” the election?
How difficult is this? Mail the ballots and start receiving them in big steel boxes 10 minutes later.

The concept here is that if ballots were dropped off willy nilly at the various locations where someone trained and deputized by the Commission was not there, then there would be no way for the Commission to be sure they were getting all of the ballots. This rule comes from the Secretary of State in her rules concerning ballot security.
As for whey wait a week, that is purely economical. The Commission has to pay people to sit there and wait for ballots. I did that job for the Commission in the week before early voting for the general election. Got a couple of books read that I had been putting off for a long time.
If you really want to drop it off in person instead of mailing it, you can always take it to the Election Commission at 303 W. Colfax. They will be accepting the balltos anytime they are open. You can call them to get their hours.
