Rick Garcia Gets HUD Appointment

  • by: Dan Willis

Denver Post is reporting City Councilman Rick Garcia has been appointed the local Regional Director for HUD.

The special election and vancancy committee jitterbug to follow

It is not yet clear how soon Garcia will resign his seat to take the HUD position. Whenever he does, the City Council will declare a vacancy at its next meeting and then a special election to replace him has to take place within 30 to 60 days.

There really is no avoiding a special election on a date of its own since we are still 6 1/2 months from the primary. It will likely be in March or early April.

The politically interesting part of this comes with who is vying to replace him. Paula Sandoval (State Senator: SD34) has already expressed an interest in the seat when it comes open. She would likely resign her senate seat to run (she is term-limited this year anyway). This causes a vacancy committee to replace her.

The SD34 vacancy would likely be filled by either Reps. Jerry Frangas (HD4) or Joel Judd (HD5). This causes even more vacancy committees to replace them.

All of this, of course, is happening when heavily contested primaries were already developing in all 3 of those districts.

And to add insult to injury: The Denver Election Division is scheduled to move their office on March 19th!

  1. This is will obviously cause a bunch of candidates to start moving around right?  Will any of the HD4 or HD5 candidates jump into the city council race?

I just Googled Rick Garcia and all the HD4 and HD5 candidates name to see if there has been anything said about the dominoes.  So far, it looks like Dan Pabon is the only one who has said publicly that he is definitely committed to his current race (HD4).

Does Jennifer Coken switch to the council race?  Pabon is way ahead of Coken in the ground game (from what I’ve seen and heard) and fundraising.  Maybe she is looking for a different race go after?

What about the HD5 candidates?  Which candidates live in Garcia’s district?

    1. and none of the HD5 candidates live in that precinct.

Of the people currently on the canvas, Frangas, Sandoval, Coken and Pabon are the only ones who live in CCD1.

If Frangas were to go for CC instead of SD34, that would leave SD34 between Lucia Guzman and Joel Judd. I think Lucia would win that one. Frangas is her principal conpetition. But I am not convinced Jerry could beat Paula Sandoval for City Council, so that may be more of a gamble for him.

Jennifer Coken was county party Chair while I was party Secretary. She did not strike me as someone who would fit right with city council. Statewide issues are more her arena. And I think if she were going to persue the SD seat she would gone that way to start with.

  2. Since the city is in such financial straits, Garcia may wait to resign for a few months (or City Council may not declare a vacancy for a few months) so that the special election would fall on Primary Election Day.

This would allow Paula Sandoval, Jerry Frangas, and Joel Judd to finish the session so any vacancy for those seats would just be filled to serve the remainder of the term (until Jan 2011) and the people nominated and elected to follow that process as normal and take their seat in Jan.

The person picked by vacancy may or may not be the same person elected in Nov.

    1. He cannot miss too many council meetings (not sure of the number) before the seat becomes defacto vacant.  And while Council might want to avoid a special election, leaving northwest Denver without a council member for 3+ months would be problematic.  It is not just the votes that council members need to cast, but the constituent work is 90% of the job.

I am not sure about Denver’s election laws (you clearly are the expert there) but is it not possible for the election commission to do an all mail ballot for the special election?  There is still a cost to this, but certainly a cheaper one than a full-blown regular election.

  3. I think that Paula would make a wonderful Mayor she has the Leadership, Experience and and people skills and thats what Denver needs. Her time in the State Senate and many years of public service says she is the Candidate to beat in the Mayor’s race is she so chooses to run.

PAULA PAULA PAULA PAULA FOR MAYOR!!! BREAK THAT GLASS CEILING PAULA!!!!!

THE NEXT MAYOR OF DENVER……PAULA SANDOVAL

  4. Georgia Sigala announces City Council District 1 candidacy

Georgia Sigala is a fourth generation native of Northwest Denver. Her roots in North Denver started at a young age, and continue to flourish.  She and many of her family members are proud alumni of the schools in our local District 1.  As a student at Edison Elementary School, she earned a luncheon to meet with the former Mayor Federico Peña which planted a seed that inspired her to embark on a path leading to a career in public service.  While continuing her education she became School to Career Counselor for Denver Public Schools.  Georgia is active in the community as a working professional serving in roles in non-profit and education systems as Peer Mentor, Educator, and helping at-risk and disabilities youth gain opportunities otherwise not afforded to them as a Youth Advocate.  She has experience in helping local Denver families find support in promoting a child’s development within one’s family activities and community life as Early Intervention Services Coordinator.  Georgia has served on Denver Inter-Agency Transition Team (DITT), Hispanic Education Advisory Council HEAC, and Career and Technology Education Business Advisory Board for Denver Public Schools.

Georgia Sigala is running because she has passion for the City and wants to assist her neighbors in any way she can.  It has been her dream to serve the people of District 1, and with your help, she can make it a reality.  She is a modern public servant ready to be your fresh voice in City Council.

Georgia’s key issues for City Council District 1 include:

Economic Prosperity, Environmental Sustainability, Small Businesses

Education, Arts, Culture, and Skill Development

Children, Families, Senior Citizens, and Our Neighborhoods

Public Safety, Human Health, and Equality for all sectors of the Community

    Well-designed and well-planned Community

Public Policy that empowers the community by supplying resources that solves problems, and reflects the values and priorities of its citizens

“I look forward to serving and energizing our community in Northwest Denver as your District 1 Councilwoman, and to assist Denver to flourish and succeed in its diverse communities as a City!”
