The rule is that once Council declares there is a vacancy, a special election must be held 30-60 days from that declaration.
We are already within 30 days of the May 3rd election, but they could have the special on the same day as the run-off (Jun 7th).
I think it would be inappropriate to speculate on potential candidate just yet.
It did not occur to me a write-in could still get in to the race for May 3rd. This is a place where state and city election laws differ. Being a city counfil race it falls under the city laws.
One or more write-in candidates could come forward before before April 18th, according to the Denver Election Division. They only need to fill out an affidavit of intent to be a write-in candidate by that time in order for any votes form them to be counted. Had this been a state office, the deadline to file as a wirte in would alrady have passed.
From a logistical point of view, this could be a very interesting race as the winner will likely have very few votes. If there are more than two candidates, there could even be a run-off between two candidates who both started out as write-ins. Facinating.
Of course there is also the issue of how the ballots will be printed. If write-ins can file up to the 18th (after ballot have already been mailed out), it only stands to reason that every office would have the option of a write-in already on the ballot. hmmmm.

I liked Carla very much. It is very sad she is gone.
premature death late Tuesday night is shocking even though she had been ill for some time. Her write-up this morning said it all: “Vibrant,” “Beloved by all.” Public comments by Governor Hickenlooper and fellow council members were touching and humerous, testimony to her popularity.
I’m sure she loves the fact that her successor will be determined by a grass roots, write-in campaign in the already scheduled May 3 mail-in election. Her name appears on the ballot, unapposed.
