If I understand the budget situation in California correctly, the Governator has more in sympathy with Steinberg than he does antagonism. The Republicans in the state legislature are the ones doing the most to gum up the works. Because of the 2/3 vote budget requirements, even though the Rs are a distinct minority in the legislature they still get their way much of the time.
