Doug Lamborn for Congress? Lamborn voted against female genital mutilation ban, as "unnecessary".

Given the subject matter, I am extremely uncomfortable with having to reveal Doug Lamborn’s voting record on female genital mutilation.  Documentation of his record on this matter is provided below. There are other uncomfortable revelations about Doug Lamborn’s voting record that are forthcoming, but will be made only with documentation so that the reader may substantiate for himself what Lamborn’s record is.

As a Colorado State Senator, Doug Lamborn consistently voted against a ban on female genital mutilation. In 1998, the third year a female genital mutilation bill was introduced in Colorado to ban this violent act against women and young girls, Lamborn was the sole dissenting vote in the Senate.  That year, the bill passed the Colorado Senate 31 to 1, with Lamborn calling the bill “unnecessary”. Female genital mutilation (known as FGM or female circumcision) does occur in Colorado. During a four week outreach effort in 1998, the Colorado Coalition Against Sexual Assault met and spoke with more than 170 women and girls living in Denver who had either been mutilated or were at risk of mutilation. Each year from 1996 until 1999, Sen. Dorothy Rupert (Boulder) had introduced legislation to make FGM a crime of child abuse while creating an educational and outreach program for prevention. If you link to the site above, you will see that the Colorado Women’s Agenda SUPPORTED this bill.  Of the 35 senators voting on this bill, Doug Lamborn was one of only 3 to vote against the bill that became law. The bill passed the Senate 32-3, passed the House (with amendments) 56-5.  The Senate concurred with the House amendments and repassed the bill, and it was then signed into law by Governor Owens.

  1. Does Lamborn even know what female genitalia are?  Does he understand how female genitalia can be mutilated?  I wonder if a staff had to draw him a picture……

    B. Colorado. On May 24, 1999, Colorado amended its Criminal Code to classify Female Genital Mutilation as a form of child abuse, effective on the date of the law’s enactment. Defining the term “child” as a person under the age of 16, the law provides that a person commits child abuse if he or she “excises or infibulates, in whole or in part, the labia majora, labia minora, vulva, or clitoris of a female child.” A “parent, guardian, or other person legally responsible for a female child or charged with the care or custody of a female child” commits child abuse if he or she “allows” the procedure to be performed on the child.55 The Criminal Code expressly rules out a defense that cites custom, ritual, or standard practice.  Nor is the consent of the minor, her parent, or legal guardian to be considered a defense to a charge under this law. The law does not prohibit a procedure that is necessary to “preserve the health” of a child or that is performed on a child “who is in labor or who has just given birth and is performed for medical purposes connected with that labor
    or birth” by a licensed medical practitioner. An act of child abuse carried out “knowingly or recklessly” that results in “serious bodily injury to the child” is considered a class three felony and is punishable by a minimum of four years imprisonment. The Colorado legislation also calls for the creation of a fund to support education and outreach activities, although it does not authorize appropriation of State money for these activities. Subject to available funding, the Department of Public Health and Environment is to implement “culturally sensitive education, prevention, and outreach activities” regarding the health risks and the emotional and psychological trauma involved in the practice of FGM. Funds are also to be used to inform the medical community and other appropriate communities of the criminal penalties for performing FGM, as well as to inform the medical community about the “recommended standards of practice involving the recognition and treatment of FGM.”
