A big development to kick off the news week/year in the impeachment case against President Donald Trump, as the New York Times reports:

John R. Bolton, the former White House national security adviser, said on Monday that he was willing to testify at President Trump’s impeachment trial if he was subpoenaed…

The development is a dramatic turn in the impeachment proceeding, which has been stalled over Democrats’ insistence on hearing from critical witnesses Mr. Trump blocked from testifying in the House inquiry into his pressure campaign on Ukraine. Mr. Bolton is a potential bombshell of a witness, with crucial knowledge of the president’s actions and conversations regarding Ukraine that could fill out key blanks in the narrative of the impeachment case.

His willingness to tell the Senate what he knows ratchets up pressure on Senator Mitch McConnell, Republican of Kentucky, who has refused to commit to calling witnesses at the impeachment trial, to change his stance. It is unclear how the White House will respond to Mr. Bolton’s declaration, but his statement strongly suggested that he would testify regardless of whether Mr. Trump sought to prevent him. The House has concluded its Constitutional responsibility by adopting Articles of Impeachment related to the Ukraine matter. It now falls to the Senate to fulfill its Constitutional obligation to try impeachments, and it does not appear possible that a final judicial resolution of the still-unanswered Constitutional questions can be obtained before the Senate acts.

Accordingly, since my testimony is once again at issue, I have had to resolve the serious competing issues as best I could, based on careful consideration and study. I have concluded that, if the Senate issues a subpoena for my testimony, I am prepared to testify.

Readers will recall that last September’s sudden exit by Bolton from the Trump White House was followed just days later be donations from Bolton’s PAC to a clutch of key Republican Senators who allegedly possess “remarkable understanding and knowledge of the threats we face” globally, prominently including Sen. Cory Gardner of Colorado. Gardner has been dead silent on impeachment in recent weeks after joining Republicans in condemning the process wholesale, but Bolton being called to testify against Trump is one of a few scenarios in the upcoming impeachment trial that could make it much harder for Gardner to stay under the radar.

Bolton’s potential testimony in the Senate trial against Trump is now one of several points of contention between GOP Senate Majority Leader Mitch McConnell and ranking Senate Democrat Chuck Schumer the two leaders are haggling over in advance of the impeachment articles being formally delivered by the House. But either way, whenever Sen. Gardner gets cornered next an update on the Gardner/Bolton mutual admiration society is definitely in order.

For Gardner’s sake, hopefully it’s something the boss will like on Twitter.

  2. Bolton:  "if the Senate issues a subpoena for my testimony, I am prepared to testify."

    Skeptical me says the line is developed carefully, in conjunction with the McConnell "hand in glove" strategy team.  

    • Bolton announces he will respond to the Senate's subpoena. 
    • Some R Senators agree and say “if Mr. Bolton’s testimony is needed after the opening of the trial, we will subpoena him.”
    • Pelosi thinks that is enough of a commitment and sends the Articles over.
    • Next week, the Senate begins the trial with a spirited debate on the rules, and determines the trial should begin with swearing in on Jan. 20, with opening statements given 2 days each.
    • The week of Jan 27 starts with consideration of a second set of rules, the ones dealing with witnesses. But first, we will consider Sen. Hawley’s now-acceptable motion to dismiss.
    • Depending on their reading of chicken entrails and other advanced forecasting devices, the Republican majority considers the balance of hurt & help for options of shutting everything down and continuing with witnesses. If the caucus decides to dismiss, the few wavering Senators will be allowed to draw straws to see if they are the lucky ones allowed to vote for continuing.
    • If they decide to continue, they will consider how to proceed to maximize inconvenience for Democrats (including starting the trial to keep some Presidential candidates busy in the Senate rather than being on the campaign travel schedule) and minimize drama and harmful revelations of live testimony. The tactic very well could be refusing to subpoena Bolton or other Sad!-ministration figures unless the Courts say it is okay to do so. Bolton doesn’t testify until there is a “real” subpoena.
  3. I have a very different read…………

    Bolton has been itching for a war with Iran for something like the last 40 years. Maybe now that he sees his dream coming true, he is uncomfortable with the current Commander in Chief, and would rather try to see Pence put in as a sub.

    In fact, a President Pence may even bring Bolton back into the administration as National Security Advisor or Minister of War.

  4. Virtually zero chance the GOP senators will authorize a subpoena.  Smoke and mirrors in the abdication of their Constitutional duty to try the impeachment.
