There are a number of things that could happen that could cause a disruption of food supplies to any community. High gas prices, a natural disaster, crop failures, a prolonged electrical outage, etc. Having a supply of food for your family for several months is cheap insurance.
Will there be severe “civil unrest”? I don’t know, but look at what is happening around the world and even in this country. i.e. Wisconsin.
A person who is not prepared for a discontinuity in our “just in time”, “that won’t happen to me”, world is one who won’t be able to control their own destiny in the case something happens.

When was the last time our oil supply was so uncertain that, if Saudi Arabia was to shut off oil, there would be a huge global shortage?

Representative Bartlett is saying what a lot of people are saying these days – not just “survivalists”. That is, be prudent and prepare for uncertainty. We could use a little more self sufficiency and prudent planning in this country instead of just thinking everything is going to continue like it has in the past.
