These are desperate gasps by a failing bureaucracy that's losing the war – a trillion-dollar debacle by our federal government. Section 7606 of the 2014 Farm Bill (made possible by Jared Polis) legalizes the cultivation of the industrial hemp plants in states where the activity is legalized (with no exceptions to any part of the plant, including the flower where the CBD is derived from). McConnell inserted rider 763 into The Omnibus Appropriations Act of 2016 (P.L. 114-113) that states:
There's over 30 states where industrial hemp is now legal; Congressman Comer (KY) will be introducing the 2017 Industrial Hemp Farming Act later this month that will deschedule the plant in its entirety.
Their game is up. It might be nice if DEA would focus their resources on real problems.

Some really good news from one of Colorado's most conservative and fossil fuel oriented counties, Delta. They are now engaged in SolSmart, C-PACE and is in its third round of Solarize. Plus, more than 60 layed off coal miners have been retrained and are now installing fiber for DMEA's Elevate broadband service as subcontractors. Talk about bottoms up economic development!
